We regard the process of becoming a Smart City as a strategic process that is all about solving long term problems, not only about smart solutions.

In the project Delft Smart City we explored the impact of recent Smart City developments on the city of Delft. We regard the process of becoming a Smart City as a strategic process that is all about solving long term problems, not only about smart solutions. We used design-based research as a method to explore, analyse and visualize three long term strategic goals of Delft: the transition towards energy-neutrality, a climateproof, resilient city and a strong knowledge economy that provides for jobs on all levels. First we did a thorough analysis of the strategic goals and the roadmap towards solutions, than we analyzed which people, means and systems / structures are necessary to travel that road. The results of this project serve as an invitation to all stakeholders that are involved in city-making: it offers direction and a frame for pilots, living labs and project s. The analysis we did on the role of the different stakeholders in solving these long term problems feeds the governance debate on the changing rol of the municipality, inhabitants of the city, companies and knowledge institutes.
